didn't see a third about this before, a Civ styled 40k game? not sure what to think about it

Interesting. The army choices aren't bad. Necrons and Orks have the military and civilian parts of society unified like no other, so they're prime candidates for building a civilization on a planet. Imperial Guard, I guess they could always be veterans who earned the right to settle a planet and thus get to do both the soldiering and settling parts.

The only one that stands out is Marines who for whatever reason discovered gardening as a hobby, but hey, it's a 40k game so it has to have Marines...

Aye, constantly losing access to tech sounds really intriguing. Rather than the normal research system you could have a Quest for Knowledge system that requires you to keep the Mechanicus happy and support their Explorator fleets to have a chance of regaining access to powerful stuff late-game.

How is it that an offhand semi-joke comment on a forum can come up with a more interesting concept for a 40K 4X game than actual game developers?

I can see players spamming Titans early-game and declaring wars to recover one of the last ones they have that was destroyed in a previous war in the late game. Probably it would be a kind of hardcore 4X game, because players don't like to lose stuff, but oh boy, it would be really interesting to play!
