Hey there guys! I just purchased the Eisenhorn Model, and although I strongly believe that there are better ways to utilize him I wanted to make a fun list. (That will also be a blast to paint)

And as far as the fluff direction, I read the army list as if the Tempestus Scions are Eisenhorn's personal militia and they are aiding what is left of a cadian tank company.
When suddenly St. Celestine shows up along with some custodian guards. (Ya know, so that I can paint them) I mean, fluff reasons.

Anyway, here is the list. Trying to keep it semi-competitive but I am happy to hear all criticisms.

2000 Points on the nose. I feel as though this is a decent level between super soup cheese and perfect with regards to fluff.

The gameplan is to deepstike all tempestus elements and punch a hole in the enemy's lines,
while moving up the board with the Tanks along with Celestine and the Jetbikes.
Eisenhorn and the company commander will usually be with the guard squads using Eisenhorn's leadership,
and if my lines are in danger then I can drop the daemonhost and hope for the best.

You seem to have two heavy weapons in your Infantry Squads? Do you intend one of them to be a special weapon because if so then I'd go with Lascannon Plasma gun; a reliable and versitile workhorse unit.
Definitely put Eisenhorn in the supreme command detachment to allow the Stormtrooper doctrine for your Scions.
I like the Scions loadout, it should give you some mobility and a bit of punch. Punisher Pask is very much a 7th edition thing, because at the moment Cadian doctrine emphasises sitting still at the back not moving, so a battle cannon would probably suit him better and synergize with your other Leman Russes.
Shield Captains on Bikes are beasts! They'll rip a hole in whatever you point them at. They should serve you well getting in the opponent's face with the Saint.
On the whole, a fairly competitive but not overly cheesy list. It should do well.

Yeah! Who knows why I thought to put Eisenhorn in a detachment other than the soupreme command detachment.
