Because pask in a punisher gets him right up in the opponent's face where he can easily be shot and I lose his excessive investment. I'd prefer for him to hover around the 36" mark, dealing damage while making it harder to kill him.
The scouts infiltrate before ratlings/cultists/rangers because of the way their rules are worded. They prevent anything from deep striking anywhere near me turn 1, hopefully giving me another round of firepower with the tanks. Scout are also better than ratlings as they're so much tougher point-for point. T2 with at best a 4+ save in cover just makes them pointless investment. The scouts take a lot more firepower to put down, and can charge in and bully weak units and tie up tanks to stop them shooting if I get 1st turn.
