I was thinking about powers, relics etc. The codics always state: ‘Before the battle...’
I looked in the General Handbook and it said under psychic powers: ‘Selected powers Before either player start to deploy their army’.

Does this mean you can look at your opponents army and tailor your powers/relics based on what you are up against? Or does it have to be part of your army-list as you are building it?

By RAW it's you see who you're playing and then pick. At the events I'm used to attending it's pick during list construction and stick with the same powers all event.
