So, there are only 4 camo cloaks in the Space Marine Scout Squad with Sniper Rifles box, but the rule says:

"Camo Cloaks: If every model in a unit has a camo cloak, you can add 2 to saving throws made for models in the unit when they receive the benefits of cover, instead of 1.".

1) Does this mean that they I need to create another one, to get the rule to work, if the tournament is WYSIWYG?

2) Also, should I go with sniper rifle or Missile Launcher for the sergeant?

There are 6 in the box two of them are rolled up:



The other one has a missile too.

They can be stuck on the back of any normal scout torso.

Admittedly, I don't have the 8th ed codex, but sergeants have never been able to take heavy weapons in the past (for any squad type), so I'd be surprised if you can actually give him a missile launcher.

Yeah, the wargear options have (maybe not necessarily the sergeant:

"One Scout may replace his boltgun with a heavy bolter or a missile launcher. "

Get cc version and convert sniper rifles...

I had fun doing 30k scout marines with camo-cloak on all. Some green stuff involved. Not best of works but got job done. 3rd parties also sell resin cloaks if you dont mind spending some money

Meh, going to do regular scouts bare-bones, to fill out slots for command points instead. Not sure I can get enough use out of these expensive sniper rifles and cloaks.

So just play them without the cloaks, and say the models are just "rule of cool". Anyone who calls you out on those models not being perfect representations is a douchecanoe. That being said, best to either take cloaks on every unit of sniper scouts or none of them rather than mix them.
