Because of the rule of 3 tempestus scions have been hammered by only being able to bring 3 Primes.
I've got over 100 scions and now that they can only dish out 6 orders, 7 for a command point, it hard to get good order efficiency. Command squads are a bad choice now because you'd only be ordering 4 models rather than giving the bonus to 10 models in a full scions troop choice.
So my thinking is either suck it up and if I bring more than 7 units of scions cop not being able to order some of them. Units will die as the game goes on so I should be able to order whatever's left on the battlefield. The other option is to take the 7 units and then fill the rest of the points with say Taurox Primes, flyers, elites such as psykers, techpriests, crusaders etc that don't take away from the stormtroopers doctrine.
I can also go ahead and take say another cadian brigade or battalion so I get 3 company commanders ordering cadian guardsmen around. Fortifications might also work chewing up points.
If you were trying to focus on keeping to strictly tempestus units do you think you can still be competitive with only 3 tempestus primes and a lot less orders?
Let me know what you think, and if you have any other ideas on where to spend the points to keep the theme going

If you didn't want to add in guard I think you could comfortably get away with running a couple more units than you can order (8 or 9 for eg.), and then spend the rest on units that let you keep the doctrine and that would be fine. You can always play a few games, see how it goes, and decide from there whether or not you need Cadian support

If you're really looking for the all Scion theme, have you considered converting some of the 3+ BS Guard units to be non-paratrooper Scions? Tank Commanders seem like a decent choice as 3 fit nicely into their own detachment, while offering you some durability and firepower on the ground. While other units like Veterans could also be converted into light scions while still being thematic. You've also got support units like Primaris Psykers, Ogryns or Ratlings that could be sprinkled in as well.

You could always add some Fliers (Valkyrie, Vendetta, or Vulture) to fit the theme. I'm building a Valkyrie with a Terminus Upgrade Sprue to make it a Vendetta, which will drop my Meltas in range.
The safer bet is probably more Taurox Primes though as they already hit pretty hard and can be used to offset your PL in DS.

- You can give a Prime the Auto-Reliquary relic which gives you another order. Give the warlord the extra order trait, then give him the laurels of command for double orders. Now you have 8 (with 3 doubled) orders every turn.
- Grab a Lord Commissar so you can fit 2 battalions. With 13 CP you don't need to regenerate CP.
- Take some melta teams in valkyries, make sure a prime can reach them with orders so you can re-roll all failed wounds against vehicles at half range.
- Stuff all your volley guns in gatling tauroxes to clear space for deep strike plasma.
- Maybe an assassin?

As the above guy said you don’t really need more then 8-9 orders.
3 primes with 2 base orders
1 prime w reliquary which gives chance at another order
1 prime warlord with extra orde trait and laurels of command for double orders
Strategem for an extra order as needed

It seems to me that the bigger problem for Scions is the change to deep strike on turn 1. That puts a pretty hard limit on how much deep striking you want to do, doesn't it?
My suggestion would be to try out Taurox primes. You can get an HQ, his command squad and 5 other guys in one. Alternatively you could put 10 riflemen in one, and use it to get into rapid fire range for first rank fire (etc.).
Taurox primes might also be pretty good at gunning down screens, clearing the way for later deep strikers to drop in and nuke stuff with plasma.
Wish I liked the Taurox model a bit more though. It's not a favourite of mine, I have to admit.

I like the idea of bringing veterans as scion foot soldiers. Any clues on how to make the distinction between AM Veterans using say 'catachan' doctrine and your regular scions on the models themselves?

I'd say look for third party kits to either upgrade or completely replace the Infantry kits. Something like a torso and/or head swap goes a long way to changing the theme of a model.

Look up some conversions done with just one tread on each side or some wheels instead. I wasn't a great fan myself but those fixes did some wonders for sure.

Sure but it's not very fluffy anyway to have that many primes commanding 40 dudes, or unreasonable to expect a few squads have to go without orders each turn if there are a lot of them. Plus there are plenty of other units that for into the Scion army theme. I'm not telling anyone how to play their army, but you can't expect every conceivable theme list to be entirely effective. That being said, I imagine players on both sides of most tables have more fun with varied lists with a variety of units, which is why I suggested it.

Well when someone wants their army to look like..... an army, this is what they do, 8 of that unit. Go to a military base and tell me every solider doesnt look the same and there are not 100's of them. Sometimes the feel of the models/looks is what the player wants.
Plus, all these new rules are suggestions and you dont have to play with them.

Yeah I understand what you are saying. Sometimes you just want a certain theme because you think it's cool. I'm sure that in casual / games other players would let him use as many primes as he wants to. I probably would. My personal move if I was in his situation, though, would be to mix things up a bit, so I said as much in my comments, but that's just what I like. I also happen to think the game tends to be more fun that way for everyone involved, so I'm giving recommendations based on that as well.
