Rules:

1. All prices are Gw website prices. Ebay and used bins are not reliable.

2. Has to be Minimum 1500 points. Reccommended 2000. Anything over is gravy

3. No books or supplies included. They are assumed

4. This will include the 20% discount most people can get ahold of. So your actualy budget is 625.

Edit. 5. I will leave best open to interpretation. Typically it means most fun. To others it means competitive and winning. So For the sake and understanding of it being 500 dollars, Like business casual we're looking for Competitive casual. Good enough to win in a casual setting. Probably wont place first at LVO. But in a local casual tournament at your store, you can hang in there. Hopefully that clears it up. Because as fun as 500 dollars in grots would be it wouldnt meet the standard.

Tyranids

3x Winged Hive tyrant 57 ea 171

1 Swarmlord 57

1 tervigon 57

30 snap together termagaunts 60

30 Hormagaunts 90

Hive guard 140

So this puts me at 575 at which point I can get another Hive tyrant but because both of these are battalions I dont really have to. You can also add on 20 more hormagaunts to maintain the battallion

So its following the rules and making it but at least at my local store the used bin is loaded with termagaunts so by loading up on those is a good way to free up about 30 more dollars for a second tervigon if i wanted one.

Nonsense. The best army is the one with the most points in IG superheavy tanks in it.

Alright I edited it. I originally had the edit in the first post but I was on mobile and it wouldn't let me submit the post.

$625 is a pretty reasonably high amount. You could put together a basic force for most armies at that point, really. Especially given more "high value" buys like Start Collecting boxes.

Is the Imperial Knight 'game' still available? If so, then 2 of those and a start collecting box of the imperium of your choice.

Under these restrictions (no books included), you could get any army out there for 500 bucks.
This is not the question.

The question is what to buy so that you could get a competitive army for a local format.

Why Aye Ya Canny Dakkanaughts!

Yeah, $625 is quite a decent budget, the only reason you'd go over that much for a 2000pt army is if you made custom models/conversions instead of using the base model. Even then you'd likely stay in budget (unless your army is entirely FW).
