As is stated above this list in my opinion is semi competitive. It has a large amount of anti tank and GEQ killing capabilities between the ten bright lances and the dark reapers as well as the Fusion (melta's for all you imperial heathens) guardians. I wanted to go for a more unconventional feel for this army and as such I incorporated Storm Guardians which I rarely see on the battle field or in any lists. I think that they are a good, cheap, alternative to fire dragons and while they are obviously less effective than their aspect warrior counterparts they wont be expected to stand on their own merits. Hopefully I will be able to shear off some wounds from their targets with bright lances first and then use the Storm Guardians for clean up. Also storm guardians will charge opposing tanks if they fail to kill it with Fusion guns. Also they will be in the Wave Serpents advancing quickly up the board everyturn.
The Quicken warlock will be hanging out around the Blood Avatar so if I ever need to shoot him across the board I will have the chance through the use of Quicken which rerolls due to the Spirit Stone of Anathlan. Otherwise they will be surrounded by a hoard of guardians providing fire support via their brightlances. Concurrently depending on which army/list I am fighting the Guardian units could also be put in reserves until turn two which would allow me to jump my enemy rather quickly/tie down the competition in cc if need be.
The Scouts will be screening units and will also take pot shots at characters. Aside from this I think the list is pretty straight forward.
