So the question is can I use heroic intervention if the enemy did not declare any charges in their turn? The rule allows heroic intervention after enemy charge moves (I assume the intention is to allow the enemy a chance to lock up your characters in combat), but does zero charge moves count as the opponent having completed their charge moves?

Note the designer commentary clarifies that heroic intervention can be against any unit, not just charging ones.

Yes. The enemy still has a charge phase even if they elect not to charge any units.

Even if you don't declare any charge moves, you still completed them "all" (all includes a zero value), so you can intervene just fine.
