I've been searching for quite some time now for the source to the following quote:

The first instance I saw it was in the TV Tropes page for 40k. It doesn't seem to appear in anything at all! No BRBs, no codexes, no FFG books, nothing! Maybe someone can point me in the direction of the original source?
