I want to use my Elysian Drop Troops in a friendly campaign of Horus Heresy. The closest army list would seem to be the Imperial Militia but they would need a new Provenance of War that would allow Deep Strike, as well as a few changes to the unit selection options. So I sketched up a draft proposed Provenance of War and am looking to you good folks to provide some feedback on whether these rules sound fair, fluffy, and most importantly, fun for both players. I am trying to replicate the feel of the Elysian lists from the Imperial Armor books, as well as be consistent with the models. They would be a bit more professional of a fighting force than a cult or militia, so as an added restriction, I am considering whether this Provenance can only be combined with "Warrior Elite", for fluff reasons.

Drop Troopers................................+50 points (feedback welcome)

Unlike most Imperialis Militias and Cults, a drop troopers army is made up of highly-trained professional soldiers in a permanent state of combat readiness. They are an airborne force that trades heavy armor for mobility. They have no use for any equipment that cannot be transported by a Valkyire.

All units consisting entirely of Infantry gain Deep Strike.
Option - Sentinel units can gain Deep Strike for +15 points per model.
Option - Grenadiers and Platoon Command Cadres can take a Valkyrie as a dedicated transport as long as they number 12 or less.

Cannot be combined with Cult Horde, Tainted Flesh, or Abhuman Helots.

Due to the unique structure of a drop troops army, their unit selection options are quite different than a standard Imperialis Militia list (red font marks standard units they do not have access to, blue font marks additional units they gain access to):

HQ
Force Commander
Discipline Cadre
Rogue Psyker
Platoon Command Cadre

Troops
Infantry Squad
Inducted Levy Squad
Grenadier Squad
Fire Support Squad (options):
- Mortar
- Twin-linked heavy stubber
- Heavy bolter
- Multi-laser
- Heavy flamer
- Missile launcher
- Autocannon
- Lascannon

- Plasma guns (+10 pts)
- Melta guns (+10 pts)

Reconnaissance Squad

Dedicated Transports
Gorgon Heavy Transporter
Aurox

Valkyrie/Valkyrie Sky Talon

Elites
Medicae Detachment
Ogryn Brute Squad
Engineer Auxilia
Sentinel Scout Squadron (moved from Fast Attack)

Fast Attack
Arvus Lighter
Vaulture/Vendetta Squadron
Tauros Squadron (counts as Space Marine Legion Attack Bike?)

Heavy Support
Rapier Battery
Thunderbolt (moved from Fast Attack)
Lightning (as per Solar Auxilia)
Avenger (as per Drop Troops list)
Tarantula Sentry Gun Battery

Malcador Heavy Tank
Battle Tank Attack Squadron
Ordnance Battery
Mutant Spawn

For points, I was thinking +35 or +50 would be fair since it is clearly not as good as Survivors of a Dark Age, in my opinion.

Thank you for your feedback. I'm hoping those of you with more experience in Horus Heresy can tell us if this sounds fair, fluffy and fun, or recommend some changes. I am really just looking for a way to use my drop troops models in our games in a way consistent with their fluff.

Have it as an optional provenance when you already take the 'Warrior Elite' provenance (50pts for army-wide Ld9 etc)

This option may not be used in conjunction with the 'cult horde' or 'tainted flesh' provenances

Reward: Giving all infantry the option to purchase grav-chutes for 20pts per unit (gaining deep strike as a result); all vehicles and walkers gain the outflank USR. (including flyers)

Detriment: you may not take any immobile units or vehicles with the (heavy) or (super-heavy) type as part of a primary detachment with this optional provenance.

Thats what i would want if i had an army of Elysians sitting around. Naturally you're going to have to include the profiles for their light vehicles somehow (the cool looking 6 wheel thingy w.lascannons..)

The taurox (not the venator, but the standard one) could be used as a militia sentinel.

Thanks for the idea. I have some of the Elysian drop sentinels and wanted to use them as the militia sentinels, with the option of paying extra to gain deep strike. For the Tauros variations, I was thinking a "counts-as" legion attack bike or legion land speeder would be the closest approximation. Basically just vanilla legion without any special legion rules.

They would gain access to a few things outside the normal list, but lose access to all tanks, artillery, Ogryns, etc. (anything that couldn't be transported in a Valkyrie). It is sort of like how Survivors of a Dark Age get access to Land Raiders, except my Provenance would mean losing access to large number of items to balance it out and keep the flavor of the original Elysian Drop Troops lists in the IA books.

Here are some pictures of what my units are looking like, in case that helps:
