Does he come back and charge again? Does he come back and stay put? If he comes back and charges, does he face overwatch again? If I kill him twice in overwatch, do the tears of my opponent have magical properties?

"Any of your units within 12" of the enemy in your Charge phase can make a charge move."

A charge move, singular. He might have died and come back, but it's still the same unit.

You follow the rules as written in his datasheet:

... set him up again at the end of the phase, as close as possible to his previous position and more than 1" from any enemies...

EDIT: Nevermind, Ghaz has the right of it. He's set up again at the end of the phase, at which point it is the END of the phase and no more charge moves can be made.

Turns out the restriction for not being able to make more than 1 attempt is the vert last line of the rules rather than in the first. GW logic at it's finest.

"No unit can be selected to charge more than once in each Charge phase."

So, no, Rowboat can't try to charge again.

Edit: And that's not taking into account he comes back at the end of the phase anyway, making all this a moot point.

Keep in mind, he hasn't actually charged before dying, and he would attempt to charge the same unit before he died. The real question is, does a charge automatically fail if the unit dies?

It doesn't matter if he didn't move, due to GW logic, the last line of "Make Charge Move" restricts "Choose Unit to Charge With"

Ghaz very clearly explains it. Rowboat Girlyman comes back at the end of the phase. At the end of the charge phase, it's too late to declare charges, because if you declare a charge, he didn't come back at the end of the phase.

And even if he did come back right away, "No unit can be selected to charge more than once in each Charge phase." stops him.

Is the unit within 1" of the enemy at the end of the charge? If not, the charge failed.

But, that's beside the point since he couldn't charge at the end of the phase anyway even if it had succeeded.

Related, but not identical, if Celestine is killed by shots and set back up does the unit shooting her get to finish their attacks?

To provide a detailed example. A tactical squad with melta gun and 9 bolters declares that they will shoot everything at Celestine. Resolving the Melta shot first this wounds and does enough damage to slay her, Celestines player then rolls successfully for her resurrect. Can the marine player now make the bolter shots? Does it matter where she is set up? Will the character rule apply?

Is the situation different if instead she survives the melta with 1 wound and then (Despite the odds) suffers 18 wounds from the bolters and fails the very first save. Are the rest wasted or does she then have to make 17 more saves?

I’m curious because her ability replaces the act of being slain and happens instantly.

All of the shots happen simultaneously even though they are rolled sequentially. So, no he does not get a second round of shots on Celestine. (Technically any wounds that she would have suffered from the bolters would be disregarded since you can't go below 0 wounds).
