Since the new codex has come out, I have been trying to create a footslogging Harlequin list. Alas, without the classic Veil of Tears, it seems that a pure footsloging list cannot be done.

However, I think that it is possible to have a list with a couple of 12 man Troupes if there are some Skyweavers and Troupes in Starweavers to tie up the opponent's shooting.

The list below utilises these units to do just that with the help of lots of strategems.

Vangaurd Detachment
Shadowseeer

Death Jester
Death Jester
Solitare, Cegorach's Rose

6 Skyweavers, Haywire cannons and zephyrglaives

Soaring Spite Battiltion
Troupe Master, Fusion pistol, caress, starmist rainment (Warlord: skystrider. Goes in Falochu's Talon Starweaver)
Troupe Master, Fusion pistol, Caress

5 Troupe, no upgrades (Not in starwaever)
5 Troupe, 5 fusion pistols
5 Troupe, 5 fusion pistols

2 starweaver (1 with Falochu's Talon)

Forzen Stars Battilion
Troupe Master, fusion pistol, caress
Shadowseer

12 Troupe, 9 caress
12 Troupe 9 caress (Webway assault)
5 Troupe (No upgrades)

13 Command points.

Haven't considered tactics if going seconds but...

Skyweavers get Twilight path ways from one of the Shadowseers and use the Slinken Knife stragegm (2CP) to make a first turn charge, without over watch, and tie up as many units as possible.

Solitare, one Death Jester and the other Shadowseer use the Heroes' Path (2CP) to move within 9" of enemy. Shadowseer casts Smite and Shards of Light to deal mortal wound to an enemy units. Solitare attempts to make a 9" charge using a command point re-roll (1CP).

Warlord Troupe Master is accompanied by a fusion troupe in the Starweaver with Falochu's Talon so moves 28". Fusion pistols should be in range to target and enemy unit. The Warlord uses his WL trait, Skystrider, to disembark and then charge without overwatch (Starmist rainment) and should tie up another unit.

The other fusion Troupe and Troupe Master move 22" up the field in the other Starweaver. The Starweaver shots its Shuriken cannons then use the Fire and Fade strategm (1CP) to move the Starweaver another 6". The fusion Troupe and the Troupe Master should now be in range to use their fusion pistols.

The two Troupes with no upgrades protect the Troupe master and the Shadowseer which are left behind. One of the 12 man Troupes is also left behind- unless the Skywaevers can make a first turn charge without Twilight Pathways. In which case, they will use Twilight Pathways and Warrior Acrobats (1CP) to make a first turn charge.

The other 12 man Troupe is protected in the Webway Assault (1CP). When they enter the battle field, a Shadowseer will cast Twilight Pathways on them to help them make the charge into combat.

That's a total of 8 command points, add 3 more for Enigmas of the Library and thats 11. Leaves a meager 2 command points to be used throught the rest of the battle but hopefully much of the damage will be done.

Thoughts?

No it cannot. Footslogging is a slow way to die.
Your troupes are too precious and you cannot afford to loose them halfway.

Flip belts only work so much. You need to hide your circus in some fast moving before you spring the jack in the box. Two clown puns in on sentence. Gamedaybucketgoboom.
