Just to point out what the inevitable reply will be "Start of the turn isn't the start of the movement phase therefore this
FAQ doesn't apply!" This is false because the start of the turn is the start of the movement phase anyway. And even so, the
FAQ is not ignoring the
RaW, it's re-affirming it.
To re-hash the discussion from the previous Grey Knights discussion, the existence of a special instruction for the
CSM Murder Sword relic that permits you to pick characters that are not on the battlefield proves that the default position is that you cannot.
