This has been posted before that I was able to find but there was no clear language of which way this works. I also didn't see anything in the FAQs so I'm not sure if it was ever resolved.

For the Space Marine Stratagem Tactical Flexibility, can it be used by a unit in Deep Strike, Reserves, etc. at the start of the Movement Phase, before the unit comes down at the end of the Movement Phase? If yes, why, if no, why?

No, because Rulebook FAQ

Q: If a Stratagem instructs you to select a unit from your army at the start of the turn, can I choose one that is not yet on the battlefield (because it was, for example, set up in a teleportarium chamber during deployment)?
A: No, unless the Stratagem specifically says otherwise.
Just to point out what the inevitable reply will be "Start of the turn isn't the start of the movement phase therefore this FAQ doesn't apply!" This is false because the start of the turn is the start of the movement phase anyway. And even so, the FAQ is not ignoring the RaW, it's re-affirming it.

To re-hash the discussion from the previous Grey Knights discussion, the existence of a special instruction for the CSM Murder Sword relic that permits you to pick characters that are not on the battlefield proves that the default position is that you cannot.

I always try and make sure I give a concise, rules based answer. As was kindly pointed out to me, you need to know how the rules work before you start mukkin' about with them.
