I've read the Omnibus about Ciaphas Cain: Hero of the Imperium. It describes the humans that joins the Greater Good (Gue'vesa), and I would love to include a unit of Shock Troops in a detachment. How should I do it to make it less awkward? The narrative would be awesome. Also, to include an imperial Commissar?

The only way to do is is to counts-as. There are no official rules for Gue'vesa as of the time of writing.

If you don't play matched, just narrative, you can include an aux detachment with some actual Guard models.

Are you asking about adding tau themed guard to an already existing guard army or guard fighting for a tau army?
Adding guard to a tau army would be really simple just model them as the fire warriors or whatever in the tau army and you could make the commissar the squad leaders. All you would really need to do would be a weapon swap.

Yeah, I was thinking about adding a squad of Guardsmen to my existing T'au army.
So putting pulse rifles in the hands of a squad of Shock Troops would be ok? Could I play them as Fire Warriors or as an allied force?

In matched play your only option is to have it counts-as something else, either a Strike Team or Breacher Team would be the best fit.

If you play Narrative play, you can just include two detachments, one of Tau and one of Guard.

Easiest way if you have a group that will allow it to to make up rules for them

Basically Guard infantry with Tau weapons - interestingly Cain (who is fairly easy-going sort by Imperial standard) is deeply disgusted by the humans that serve the Tau (even the pretty ones!) - more than the Tau themselves - so probablt give Imperial Troops a bonus when fighting against them in H-t-H to represent this.

I am pretty sure that, by definition, making up rules is not the "easiest" way when there are ways to do it without making up rules.

The original WD Gue'vesa unit was essentially an IG squad that could take 2 "special" weapons in the form of either pulse rifles or carbines. The squad leader might have been able to take one of these guns and some hard wired support systems for upgrades (no pistol + cow), iirc. Imperials also got favored enemy against them. Considering Kroot had a better gun, higher strength, a rifle that gave them an extra attack, and better special abilities, there was no real reason to take them except for looks.

The WD had them modeled using a Tau FW chest and back pack with catachan heads, arms, and legs.

It's probably not hard to convince Guardsmen to go Tau - "I get this nifty S5 rifle to replace my S3 rifle? And your drones over there will throw themselves in front of me to save me? Where do I sign up?"
