Yes the raider keeps the flayed skull obsession and the kabalites keep the poison tongue obsession. However the kabalites WILL NOT get to re-roll hit rolls of 1 for shooting when shooting rapid fire or ignoring cover because it is linked to them having flayed skull obsession, not by simply being in a flayed skull transport

I don't have the DE codex, but in every other codex/index, transports can only carry infantry that share the same <subfaction> keyword.
For Example, an <Alaitoc> Wave Serpent can only carry <Alaitoc> Infantry.

You might wanna check the wording for Raiders and Venoms. I suspect it should be the same (as it is in the Index).
If it is, then a <Flayed Skull> Raider can only carry <Flayed Skull> Infantry, and <Poison Tongue> Kabalites can only be carried by <Poison Tongue> Raiders or Venoms
Meaning that keeping their buffs is irrelevant since they cannot even embark in the first place

unlike Craftworld transports, Drukhari one just cares for them to be Drukhari Infantry

exact wording from raider
"this model can transport 10 DRUKHARI INFANTRY models. Each grotesque takes the space of two models. This model cannot transport Scourges or SKYBOARD models"


so its perfectly fine RAW to transport other kabals or even coven or wych cult units

Ah, than that is indeed legal. And is an exception to how all other transports (that I've seen) work. Not just for CW traits, but for Marine Chapters, Chaos Legions and Necron Dynasties, etc.
Dark Eldar seem to do things differently, which I like about them.

They are not the only exceptions. The dam is true for Astra Militarum and Adeptus Ministorum.

Can they start in the same car? Obviously they are in 2 different detachments.

Yes, detachments have no bearing on transports and their passengers, only keywords do.
