Can a Wych unit from Obsession-A embark in a Raider from Obsession-B for any reason? Can they begin the game embarked in such a way?

To flip it around, why would you think they cannot? The rules for Raiders very clearly state who can ride in them.

I can't think of a single reason why they couldn't, but vaguely recall reading a post on here that implied this was illegal.

Fair enough. In short, Dark Eldar transports are somewhat different from the "norm" standardised by Space Marines. While all Raiders have a <SUBFACTION> keyword, they are not restricted to that <SUBFACTION> keyword in who they can transport, similar to how the Astra Copywritum do things, and the opposite of how Space Marine and Craftworld transports do things.

Yes.

It's worth noting some people musread flayed skull obsession and try to have it benefit embarked units that have a different obsession.
