Does this mean on standard bases you fight I 2, 3 or 4 ranks deep? And if 4 why not just say the unit can fight?

Yes. With small enough bases you can absolutely get 4 ranks deep to fight assuming each is base to base with another. Yay math!

The inches still do matter because some of the unit may be lagging behind, obstructed by terrain or in other combats.

Because some units are big enough to be 5 ranks? Because positioning matters so if I charge the end of a string of 30 models, not all of the 30 models will be in range?
