Although I really like 8th edition, I miss the blast templates. Yes, the current system has its advantages, but also its disadvantages. One of them being targeting only 1 unit. This means you can cramp your entire army on a single spot around a buffmander for example and be okay with things shooting at you. If blast templates were around, an army cramped together around a buffmander would be a really tempting target to drop a template on. I got an idea on how to mitigate it.
When you roll a weapon with a random dice roll that does not hits automatically, you can reroll all misses and on 6+, the sum of all successful hits could be allocated to any or all units within 3". (characters could be targeted if they are the closest unit to the unit that was being shot at?). <Infantry> units can't take more hits than the number of models remaining in a unit. (preventing character sniping with an artillery?) All hits that couldn't be allocated are automatically discarded.
With this rule, many weapons become pseudo-template weapons that would force people to think more tactically and make priorities and discourage people just cramping all together into one huge blob.
An example:
I fire a Basilisk around at a unit of Tacticals. I got 4 shots in total, hitting 2 of them on a 4+. Then I take those two misses and roll again on a 6+. I passed one roll. That means I can allocate one additional wound to a unit that is within 3" of the Tacticals. The hit is then resolved normally. Rolling for a wound, save etc... It follows standard targeting rules. Declare target units first, then roll.
