Dragging this back into the light, as it is almost released.
I'm watching an early access video on it now, and... yeah. This is about what I expected.

The intro for the SM campaign is pretty telling. A nameless (but look exactly like Ultramarines) raised a fortress on the 'bastion' of Gladius Prime (which was newly colonized). Featured in the 'suitable base and bastion of humanity' are Kroothounds (though neither kroot nor tau are in the game). Then an ork invasion brought a warpstorm and woke up necrons.
And they aren't afraid of old relics (presumably a reference to the 'relics of war' subtitle) for some reason.
The SM chapter once the campaign starts are suddenly dark green rather than ultramarine blue, and their starting city defaults to 'Vulkan's Forge.' But one of the squad barks (text only) is 'We are the fist of Guilliman.' Yet nowhere does a chapter symbol show up (despite tactical squad marking on the right shoulder). And this is suddenly the chapter homeworld, despite literally deploying the fortress monastery from space (in a drop pod) on turn 1. And then dropping DA Fortresses of Redemption to secure resources.
Basically, it looks like a Civ5 mod, with a few 40k lore references that aren't particularly well done.

Nope. I watched a bit more (the start of a guard game) and I'm just unimpressed. Gameplay is just 'build if you have resources, kill everything'. Sounds and animations are largely poor, and the UI is outright garbage.
Guard and marines are puzzling choice of factions, since they're automatically enemies (there is no diplomacy at all), and unfactioned 'native' enemies are just as likely to be AdMech as Kroothounds, psychenuien or enslavers.
It really just seems like another fire and forget license, with lots of ineffectual pew-pew noises carrying the gameplay. (And by that I mean when you run into packs of Kroothounds, it will take multiple turns to kill a pack, using multiple units, seriously 3-4 turns depending on how many you're bringing to kill the game's starting trash mob)

Either way it's a pair of rather dodgy games.
I'll wait for more serious reviews to come in, but so far things are not really looking up for this one.

All of this is disheartening to hear. I just picked it up when it came out and have been playing a single player campaign as Necrons (I restarted because I suck at managing resources. Doing much better the second go-round).
I find it enjoyable. They got most of the fluff right as far as Necrons are concerned, and almost all of the units are present. This is a big deal for me because the last time I had a strategy game with Necrons in it was Dawn of War 1. That alone was a big selling point for me.
But yeah, it more-or-less comes down to a "build whatever you can and shoot stuff" mindset, at least with Necrons (they're different as far as resource requirements and are even listed as "Easy" to play). I haven't played the other factions but I honestly don't care to. Necrons are bae.

Angry Joe gave it a decent review. He doesn't usually review indie games, but he's a big 40K fan so he gave it a shot.
It's as honest a review as you'll find anywhere else.

Seems to be quite a fun game with friends, but a bit expensive (33€ is a lot for a steam game).

For all its flaws I liked the game, and found it well worth sinking a bit of time into. But perhaps wait for a sale?
