How do these sales even work? It's not like eBay can just cut third-party sellers' prices. Does eBay cover the difference out of its own pocket just to attract more buyers?

Seems like it. One day sales -> people making more impulse buys -> good for eBay and the sellers both. eBay pays out of pocket in return for getting customers more accustomed to using eBay which will make some portion of them become new regular users.

also if they're sales that wouldn't have happened anyway (which a fair few will be) ebay gets extra sales fees which will means over most of the cost of the promotion is covered

I found out, oddly enough, that if you go through the eBay resolution center for a non-sent item, they refund you the amount BEFORE discount. Didn't realize that until a month or so later.

The guy I linked ships to the USA. Just merely by searching for "worldwide" from the ebay USA site will only show people who will ship to the USA.
