I don't think it is. at least not BattleForged. You can't have <Chaos> as your shared keyword, but you can use <Nurgle>
But your Oblits don't have <Nurgle> so they break the list and you lose all your CPs.
Change the Oblits to <Nurlge> and you're legit again.

Some posters will argue that <Allegiance - Nurgle> and <Mark - Nurgle> are different. I disagree, but you'll need to consult your local group for that decision.

Thanks for the fast reply. Thought that Chaos and Heretic astartes were different keywords. But I'll change the oblits to Nurgle. Can't shoot twice then tho ;-)

His Vanguard Detachment works if he uses Heretic Astartes as that detachment's keyword instead of <Mark of Chaos>.

Remember that you won't have access to any CSM, Chaos Demon, or Death Guard strats, so you can't shoot twice regardless of the oblit's keyword.

Yeah, it's a perfectly legal list, but you don't get squat for any strats or chapter tactics. Pretty sure it can't be alpha legion, this is basically an index soup list.

You can be Alpha Legion, but you don't get the benefit and it's mostly useless unless your opponent has some sort of weird anti-Alpha Legion rule.

Chaos can indeed unify your army, and Heretic Astartes can be the shared word that that particular detachment.

Perfectly legal, but you get diddly squat in terms of extra rules. Warlord traits, relics, allegiance abilities (chapter tactics), stratagems.

This is because: the battalion detachment share keyword NURGLE. This means they are legal but do not gain access to any good things

The vanguard share HERETIC ASTARTES and so are also legal, but without access to anything. (Meaning you can't use oblits proper, shoot twice +1 to wound shenanigans.)

So, in conclusion, yes the list is legal, just absolutely terrible. There are ways to sort things into detachments properly like making a death guard vanguard with a DP, 3x foul blightspawn and the 2 PBC. Then a nurgle daemons battalion of the same. Then a alpha legion spearhead with chaos lord, X2 oblits but this needs another heavy support option.
