Always multiply before adding. Don't have the rulebook on me so sorry that I cannot refer to page nrs. (This has always been so but I am not 100% sure they added it in the new rulebook but I see no reason why they would change that)

For the +1 attack it depends on the specific rule and how it is worded. If it is one of its melee weapons you can choose, sometimes it is on all melee weapons, sometimes it has to be one from the mount etc.

I am pretty sure 'double before adding' is in the rules or errata or commentary somewhere but for the life of me I cannot remember where it is. Could be wrong.

I remember seeing it in one of the 1.0 FAQs, but I'm like you two. Can't remember which one for the life of me.

2000 Khorne Bloodbound (Skullfiend Tribe- Aqshy)
1000 Tzeentch Arcanites (Pyrofane Cult - Hysh) in progress

Q: If two abilities affect a value, and one adds a modifier to the
value and the other either multiplies or divides the value, do
you apply the modifiers before or after multiplying or dividing
the value?
A: Apply the modifiers after multiplying or dividing
the value.

Designers' Commentary under abilities.
