It looks to me like an existing head with hair sculpted on. How else would the beard fit so flush with the chest armor?

Yeah, that's kinda what I meant. While attractive, the beard etc. looks like hand-sculpted stuff and is absolutely not a GW plastic or other good company's sculpting.

Beard and hair look sculpted over a regular marine head. Whilst I've seen tidier work, that'd paint up fine, I think it unfair to say it's poorly done.

While you could of course use a dwarf beard and fill the gaps with green stuff, I have to agree that this seems like a normal plastic had with green stuff hair and beard, It definitely looks hand sculpted as opposed to CAD design. The lines on the beard making the individual strands have different length, depth and don't run all the way through. The hair on his head seems to have been sculpted from the top, leaving the side where it hits the skin bare of detail. Back to the beard, there's a similar problem on his right cheek with a roll of green stuff that shouldn't be there marking the beginning of the beard. And there seems to be residual green stuff on his left cheek under the eye that also has no business being there. Although I'm not quite sure about that. Might just be the beard starting a little to far up the face on his left. But the effect is the same.

I wouldn't call this a bad sculpt, but it's definitely nowhere near the precision you would expect from a CAD sculpted bit.
