How are abilities targeting multiple units worked out.

For instance

Tsunami of Terror has a casting value of 7. If
successfully cast, pick D6 enemy units within 12"
of the caster and that are visible to them. Subtract
1 from hit rolls made for those units, and 1 from
the Bravery characteristic of those units, until your
next hero phase.

I throw a 5, can I target 5 times the same unit.

Is it 5x target one unit (so it stacks) and I can target the same or different units x 5
Or is it target 5 different units.

Where can I find how this is worked out in the rules? Have been looking like mad for it.

From the Age of Sigmar Core Rules Designer's Commentary:

Q: Some abilities stipulate that you can pick a certain number of units to be affected by the ability. For example, you might pick D6 units and roll a dice for each to see if they suffer any mortal wounds. When this is the case, must the units I pick be different units, or can I pick the same unit several times?

A: They must be different units unless specifically noted otherwise in the rules for the ability.
