Ranged Combat is one of your attribute. When you attack with a ranged weapon, your Ranged Combat attribute tells you how many dice you can roll. So, for example if your character's ranged combat attribute is 3, you would roll 3D6 to hit.
My confusion was on why Ranged weapons had a strength number but I now understand that if you don’t meet that number you shoot with a penalty to your target number
