Hi, I'm an official 40k noob and as such I was hoping for a little help.

Right now I'm slowly aquiring pieces of my army via ebay and I've been trying to decide what to build out my army as

I currently have (through some bulk, cheap auctions)

~ 60 space marines that are going to be painted/fitted with chaos-esque bits.  some are carved up already, leftovers will be painted as Ultramarines for target practice.
3 Aspiring Champs
5 posessed CSMs
1 terminator
1 Rhino
1 Defiler
1 Juggernaut
1 Predator
1 Fabious Bile

1 Battle of Mac set (painted up the space marines/lieutenant as Black Legion)

and a fairly varied collection of weapons.

I was thinking about picking up more terminators to fill out a squad, maybe a squad of raptors and obliterators ...

Any suggestions as to how I may want to mold my army?  I thought Black Legion would be a decent starting crew since it lets me try out all the different units.

rough starting roster was going to be

HQ
1x Fabious Bile
1x Chaos Lieu

Elite
1x Posessed CSMs (5, 1 Asp Champ)
1x Terminators (5-6)

Fast Attack
1x Raptors (5)

Heavy Assault
1x Predator
1x Defiler
1x Juggernaut

Troops
1x CSM (9, bolter crew, 1 Asp Champ)
1x CSM (9, mixed heavy weaps, mounted in rhino, 1 Asp Champ)
<additional CSM squads if points allow>

I realize that since I don't have points listed or specific wargear/warps listed that it's a little tough to know where I might be wanting to shave/add points, but I figured at this point I just could use a little advice on creating a balanced army.

Thanks ahead of time.  I realize that I may just get replies like "Lern2play" or "Go play a few games first", both of which are pretty valid :\

First thing first, make sure you pick up a copy of the C:CSM codex (Codex: Chaos Space Marine).

Secondly, take a read through, and see what appeals to you. What sort of a playstyle is really what I mean. Do you want to overwhelm with hordes of demons or crush people with your armor. Whack their heads off or watch them dissolve into puddles of putrid piles of poo. Or, there's always the jack of all trades, little of this, little of that.

Once you have a theme, the choices available to you really jump out. As a newer player, you can expect to lose, a lot. Matter of fact, I would not even bother doing anything but learning how the game and your army works for the first 10 or so games (unless you're playing another newer player, in which case your learning curve will be flatter and you'll have a little more fun, at the expense of expertise, but I digress).

There are basically three types of units in 40k; 1) Anti Vehicle shooting, 2) Anti Infantry shooting, and 3) Close combat. You want to make sure that you have a good mix of the above, and equip them accordingly. For example, if you have 6 guys with a lascannon for hunting vehicles, it may be well worth it to give them tank hunters for the extra bonus in penetration. However, as their job is not to get into hand to hand (HtH), it would be a waste of points to give them an Aspiring Champion. Conversely, with a 10 man squad in a rhino whose job is hand to hand, it may make more sense to give them 2 meltaguns or flamers along with an aspiring champion rather than a heavy weapon because you want this squad on the move, not standing still.

So, my basic rules of army building are:
1 str 9 or 2 str 8 shots for anti-armor per 500 points.
I4 models get power fists, I 5 models get power weapons.
Aspining champions in close combat squads should be given power fist, mutation, spiky bits.
Chaos lieutenants should get strength, mutation, power weapon, and spiky bits.
Everything counts in large amounts.

Hope that helps. Welcome to chaos.

The only cheesy army is one that beats me because I am the greatest 40k player - ever.

Heh. Thanks I'm going to toss together a small squad this weekend and get used to how they handle things. Also - Where can I find stats on any given weapon? I have the Chaos Marines Codex and the 4th Ed Rulebook, but they don't list weapons like Plasma Pistols and such, even though the CSM Codex lists it as a weapon choice. Am I blind or looking in the wrong place?

Some things to note about Chaos:

- Possessed are usually not worth their points -- they amount to daemons that don't get to be summoned, by and large
- Terminators are usually not worth their points -- they lack the Assault Cannons of loyalist Terminators and are more expensive
- None of the Chaos special characters are better than a normal Chaos Lord at the same point level
- Bloodletters and Daemonettes are some of the best -- if not the best -- assault troops in all of Warhammer 40k
- Infiltrate is very strong, and you can infiltrate just about everything
- Raptors are extremely situational, and somewhat overpriced
- Obliterators are very good; these are the actual replacement for loyalist Terminators; actual Chaos Terminators kind of suck in comparison

Fundamentally, a Black Legion list can take las/plas squads (6 CSM, MoCU, 4x bolter, 1x plasma gun, 1x lascannon, 115 points, 133 if infiltrating). They're cheap, resilient, and can lay down some fire. They can infiltrate, and carry an icon to summon daemons off of. This is a nice core for the army. Then you add a couple of godly close-combat HQs (Chaos Lord kitted out, generally either on a bike, stature/flight (or speed), or infiltrate/speed and/or a Bloodthirster -- the big red daemon is never a bad choice). Add something that can get close to the enemy (a couple of bike squads or infiltrating squads) and summon daemons off of them. Use your cheap and resilient lascannons to shoot at what you can't assault. Assault everything else. Add Heavy Support choices to taste.

Stop trolling us so Lowinor and I can go back to beating each other's faces in. -pretre

1 Read the tactic's forum. Dakka comes up with some stuff I would have never have thought of otherwise.
2 Play as much as you can. Go for diversity when you are playing. Get a feel of how Chaos is vs Horde and Marine equivalent (Meq) armies.
3 Daemons Daemons and more Daemons. As stated above anyone in power armor will fear you. What is nice about them is that you can have squads of las / plas and just have a delivery squad for the bomb. The las / plas will destroy any Meq army while the daemons ensure victory.
