Yes. As it is used before the game and there is no restriction on number of uses as part of the strat that means you can use it as many times as you like.

Remember though that units deployed with this strat count towards your tactical reserves limit. You still need to have at least half your army both in number of units and PL deployed onto the table during deployment.
