If I’ve got a friend who wants to play a lot of cavalry, what should I suggest?

The first that comes to mind is Slaves to Darkness; marauder horsemen, chaos knights, and chariots are battleline. Lord on daemonic mount is a good general to go with them too.

Alternatively Slaanesh but that is not exactly conventional cavalry.

Order Draconis can also do an all-mounted army but that is like... 3 unit options and two of them are dragons.

Idoneth--Akhelian stuff is all cavalry. Kings, Hoplites, Leviadons, and Allopex--barring the Allopex it's all fairly strong too.
Stormcast--Dracolines for Sacrosanct stuff, Palladors for Vanguard, and Dracothian Guard for Extremis Chamber.
Freeguild--This is an interesting one that gets kinda overlooked. You've got the options for the Demigryph Knights, Outriders, and Pistoliers.
Slaves to Darkness as mentioned.

The one big thing to consider is Battleline. You need something that will make them Battleline or it'll have composition issues.

If you're using the term 'cavalry' in a looser sense than just soldiers who ride horses you can look at armies such as the Order Serpentis.

A lot of the older elf factions have cavalry. Reavers, Glade Riders, Wildwood Rangers, and Dark Riders; all are or can be Battleline.

Otherwise there are the Beast Claw Raiders and the Spider Fang Grots.

Wildwood Rangers aren't cavalry. Wild Riders also aren't Battleline.

Reavers are Swifthawk Agents, Glade Riders are just flatout gone, and Dark Riders are in the two unit faction "Shadowblades".

Otherwise there are the Beast Claw Raiders and the Spider Fang Grots.

Beastclaw Raiders is a good pick for cavalry too.

Indeed Blood Knights are Battleline in a Soulblight army and if you include monsters as cavalry well Undead has a lot to offer

They are reasonably good at the price they are at. There is a learning curve though; they will not perform well being used as a ranged unit or as a melee unit. They are extremely rewarding to a player than can run them as the hybrid they are, however. I had a lot of games where they sucked before I figured them out (a LOT...). They also need to be suppprting something else, chaos knights being a good option in that regard.

Nighthaunt, like soulblight, also work since hex wraiths are battleline, and they have three different mounted heroes.

Yeah, Beastclaw Raiders is the obvious pick. Entirely mounted lists are easily doable, though you might want to ally in a wizard or two (like the butcher or the fungoid shaman, who will have to be on foot)

As others have mentioned it really comes down to how broad a definition of "cavalry" your friend prefers.

Problem is reliance on one unit that is not very powerful and has a decades old plastic kit that has not aged well. An army based on wolf riders is not viable on the tabletop. A slaves to darkness or order cavalry army is.

Hobgoblins (The only greenskins that worked with Chaos Dwarfs) in old Fantasy where basically the mongols of warhammer, yeah. If you look at old wolf rider art, those goblins wear mongol clothes and hats.
