Will Bloodreavers work as CSM cultists, provided I swap a hand out for a firearm?

They seem too large, like Marine sized, and they come with 32mm bases.

Is their size too large for a TO to OK them, even if I put them on 25mm bases?

Theyre bigger than youd think. In fact, they are down right Primaris tall as far as I can tell.

Bigger is generally considered a DISadvantage due to being less likely to hide behind stuff, so I don't really see an issue.
Basing them on 25mm is definitely a good idea, however.

But unless you already have a bunch and are itching to use them, I'd go with Marauders instead

Thats also another issue, keeping the 32mm base brings up the bubblewrap thing. People WILL call you out on it, since it makes them particularly massive for 4 points.
