I want to kitbash another Company Commander but I don't have any legs. Looking at ebay the prices for shipping is ridiculous just for a one pair of legs (sometime over half of the cost of what the item is!). What do you guys go when you are scrounging for parts to finish a model?

Legs are hella expensive, if GW.
They only come with enough legs to make the exact number of models-the only exception I know of is the Space Marine Devastator kit.

older vehicle kits like the basilisk comes with a standing leg good for commanders.
3rd party like mad robot miniatures- their pack of 6 kneeling legs along with 5 standing legs give you an +1 leg per squad.
ebay recasters sometimes sell batch of legs in 50+, cadian torsos too sometimes, cadian or catachan variant.

Bitzbox and Letthedicedecide are what I use for bits, but stock on legs can be iffy as they're virtually always in demand (hence astronomical eBay prices)

My go to is Bits and Kits but its a UK brand, I'm not sure what the international shipping price is but its a flat rate, and all the prices are reasonable, especially for legs, and they have regular restocks + email notification of restocks. Apart from 1 missing order right now which is my own causing, I've been using them for nearly 3 years and can't recommend enough.

Have you noticed that nearly everything in Bits and Kits catalogue is out of stock? I don't know if it's just that they hold really low stocks all the time, or if they are having supply issues, or that they are running down the GW bits part of the shop but it's hard to actually buy anything.
There are a few UK bits selling eshops. Biggest change to the process of making conversions I've noticed.
Previously, I relied on my own bits box or bought whole kits to cut them up. I even rang up the trolls in the GW parts dept a few times!
Now I can just order individual bits. Easy to spend money though...

I often rely on scouring ebay for the parts - UK side its easier to find 40K stuff, Age of Sigmar is a bit trickier, but its gaining popularity so I'm seeing more bits being stocked - generally in line with the main lines that GW sells - so the sub-factions without battletomes are harder to find.
Otherwise its asking on forums, scouring ebay and trying some of the bits stores - the downside is that I do notice many often run very low on stock. I think simply because its not worth it to them to hold huge quantities of cut up parts and to order in as they get orders or to focus on specific popular lines.
Of course prices on ebay/stores is often reasonably high for individual parts so often I try to make very certain that there are no other conversion possibilities or ideas from the same kit - last thing one wants to do is buy a lot of parts and then find that it cost more than just getting one kit direct.

I live in Florida. Another issue is getting plasma guns and melta guns since I wnat to get sions. The issue is guardsmen arms tend
to have the arms attached to guns. IS there a way to get away with buying plasma guns/melta guns with them?

However the plasma/melta gun comes in, adjust! Use a clipper or hobby saw and cut where is needed and pin pieces in place, glue and green stuff mangled details.
The plastic Cadian command kit comes with 1 each along with approximate off arm; the metal plasma/melta gun bits kit comes with the trigger hand, so you’ll simply saw an appropriate hand off and pin the weapon hand in place.

If you don't want to cut the whole gun off the hand, have you thought about just cutting the gun barrel off and replacing that?
Most guns look quite similar apart from the barrel. I used to do it a lot for necromunda. In fact, if you cut the right bits off an auto gun or lasgun it looks a lot like a bolter. That doesn't help you much though...

One other thing I forgot to say - ask!
It never hurts to send an email or ebay message to a bits selling store to enquire if they have specific parts or might have in the near future. Showing interest might well make them purchase the item to part up and it might also be that they hold more stock than they list (as bits sellers are going to be side-jobs it likely means they've limited time to list things so might well only list popular selling items first and could hold more in stock in their storage).
Some might also rotate stock so it will give you a chance to get a heads up on when certain items are likely to return to sale etc..

Some also have Facebook pages which they update with stock levels. Forbidden Gaming (UK) is one.
