This is my attempt to come up with a competitive list for the avatar. I'd probably stick the spears in the webway to help them charge in at full strength benefitting from the charge re-roll aura of the avatar.

I don't want to come across as a tool or troll, but the list is very much not competitive; coming from my experience as a long time RTT and a few GTs a year - player.

S-spears - You're missing the Warlocks to buff the spears with Protect, Enhance, etc.
Farseer - needs a Yamaha or Suzuki

Banshees: Are they using WWP, too? Or will it be your Shining Spears? If these girls have no W-Serpents to ride in, they're not going to be effective, or they're going to steal the WWP from the Spears. Generally, I'd say to lose one or the other. Both have h2h focus, but the S-Spears are clearly better.

Whole hog, I recommend that you dump the banshees and replace with DarkRs or more anti-tank. Against a mechanized tank list or I-Knights, I don't see this doing much of anything; You ought to have the fire power to kill 2 to 3 tanks a turn, that's S7 or 8 (so Bright Lances) with D6 damage or Reapers Launchers.

If the Avatar assaults a Kinght, hitting all 5 times, will still need 5s to wound the big guys, 4s to wound wimpy vehicles like Ravagers. Knights will 4+ half the hits away, meaning on average, 11 wounds dealt. IKs weigh in with 24+ wounds.

The Shining Spears can deal out 8 shots, 6 hitting, half wound a vehicle of T6, and then, what? 6 measly wounds before assault? Times 2 because you have 2 units of spears able to smoke one 12 wound vehicle? At really short range. It won't be very effective.

You have to really alter your concept to get close to being a 2-1 army for an RTT. I play to 66% at best, often 33% Win/Loss, and this set of elves looks really easy to take apart.

What other models do you own? Got Harlies? DE? Maybe we can work with other models on your shelves?

I appreciate the feedback.
I may have gone a bit overboard with the banshees, but I figured since they're fearless in the avatar aura they and the avengers advance forward to clear the screen, the banshees charge as soon as possible to tie stuff up.
The avatar is S8 and does melta in melee so against a doomed knight he averages 13.5 wounds. A full unit of spears does something similar. I was planning to melee tanks and a single knight, multiple knights would be tough I'll admit but a squad of banshees chip away roughly four wounds on knights. I found shooting knights can be extremely annoying because of the invulnerable save so was hoping to get around that by using melee instead.
The farseer has got a relic that gives him a 12 fly movement so he's fairly quick.

Also, I'd hope to use the banshees to tie down non flying tanks by charging into melee.

The thing is, that the banshees will be blocking the charge of the Spears, until they're combat is resolved, activations and pile ins, etc. The Big FAQ having taken away the FLY mechanism from the Charge phase.

Jinx will help with the Invulnerable Save. And sorry that I missed that the Avatar's S6 is not the Waling Doom's S8.

So, you're right about a few more wounds.

Anyway, I hope that helps.
