So it's unclear if the daemonic icon can bring a daemon unit above its starting strength if it brings it over the max size. I know the FAQ says you need to pay reinforcement points for models that go above the starting strength but it doesn't say if it can go over the max amount ie. 30 plaguebearers

I am pretty aure that a Daemonic Icon can’t do that because it says it returns Slain models. So how can a unit go above its starting strength when nothing is slain.

Yeah you're right just checked. However there is a relic called the 'horn of nurgle's rot' which adds plaguebearers on the roll of a 4+. Doesn't say anything about being slain. Can this take the unit over 30?

I don't see any reason why you wouldn't be able to take a Plaguebearers unit to 31 models or more using the Horn of Nurgle's Rot.
HOWEVER, remember that you're paying reinforcement points for each model above the unit's STARTING SIZE, not it's maximum size. If you take a unit of 10 Plaguebearers and use the Horn to take it up to 11, you're paying reinforcement point for that dude as you've gone above the unit's starting size of 10.
