Elite low model count armies all struggle with objectives because tabling your opponent doesn't mean winning in matched play often.

Stormcast have good low model builds.
Beastclaw Raiders have good low model builds.

The why usually hovers around the amount of mortal wounds that they can produce. Mortal wounds are basically free damage points that you don't have to roll to hit, to wound, and let your opponent get a save with.

Mmm.. I don't think beastclaw are competitive ... I don't see good positions in the tournaments

They aren't competitive in tournaments because they can't hold objectives.

However from the standpoint of "best elite competitive army" they would be one of them.

Elite armies in general are going to struggle in tournaments while multiple objectives are the primary scoring method.

Brass Stampede (a Khorne battalion focused on Skullcrusher Knights) had a pretty solid run near the end of 1st edition. Not sure how they are doing in 2nd.

A Dark Walker Beasts of Chaos list with lots on Bullgors might end up pretty solid. Too new to know for certain.

Best elite competitive army? Honestly it is hard to say, but Idoneth with an Akhelian focus is definitely up there. In the hands of a good player they can be downright mean. They are not Grimghast Reaper + Nagash or Daughters of Khaine levels of mean, but they definitely hold their own in tournaments.

Idoneth have horrible models for me and expensive
