If I have a unit of Kastelan Robots in the Protector Protocol and the unit is within 1" of an enemy unit can the Robots pile in and consolidate?

I would say yes. While it does say "move or charge", the fact it calls out charge means that it doesn't consider "move" to be a general descriptor, but rather the explicit act of moving in the movement phase (if it was a descriptor there would be no need to specify charge). Since Piling In and Consolidating happen in the Fight Phase, the Robots can do so even in Protector Mode.
