So this is my first guard list. I don't have a single model out of the box yet but want to get this down before I start spending money. I want to know if this is a good starting point, I am planning on magnetizing as much as possible. If any one knows anything about magnetizing guard, is it possible to do every heavy and every special weapon as one model?

The tactics for this list is that I plan on having my commander and the infantry sit back and form a gun line in the rear with the Basilisks. The ratlings do their thing of course and try to take out an HQ. I then march up the field with my tanks having them kill anything in their way.

Welcome to the Guard!

Unfortunately, you can't magnetize everything in one. The weapons have different stands. The Lascannon, Heavy Bolter and Autocannon are on one and the Missile Launcher and Mortar are on another.

As to your list, I find Basilisks to be very underwhelming and track guards, vox networks and banners aren't worth the points. I'm not a fan of special/heavy weapon mixes in infantry squads. Do one or the other or neither. As to tactics, don't count on your ratlings sniping characters. You're fishing for 6s. Maybe you get lucky, but, in general, they'll die before they kill a character. The real reason you take Ratlings is for early board control and/or hide camping objectives. You also don't want to be advancing your Russes in front of your infantry squads. Once a Leman Russ gets assaulted it might as well be destroyed. Without the fly keyword one annoying harrassment unit is all it takes to charge your Russ over and over again taking it out of the game. You need infantry squads in front to protect against charges.

Personal changes... drop the command squad, track guards, vox casters, basilisks and plasma guns. Swap them out for more infantry squads a third Russ and whatever else suits your fancy. I hope this helps.
