No and No. Forge World stuff is Forge World stuff.

A bunch of R&H untis have <ASTRA MILITARUM>. Index: Forces of the Astra Militarum says to replace <REGIMENT> and <IMPERIUM>.

It doesn't mention <ASTRA MILITARUM>

Ergo, Renegades & Heretics can field Astra Militarum Detachments. To use Stratagems from Codex: Astra Militarum you must i) be Battle-Forged; and ii) include an Astra Militarum Detachment.

Because Astra Militarum Stratagems are not Renegades & Heretics Stratagems.

Because that rule you are referring to is specifically an Astra Militarum rule, not a Renegades & Heretics rule. Note that it does NOT appear on the Leman Russ datasheet, if it did then R&H would get access to it.

No they don't. The Forgeworld index says to replace all instances of ASTRA MILITARUM for such units with RENEGADES AND HERETICS.

It also says to replace IMPERIUM with CHAOS.

Regardless; the wording at the top of the stratagems page determines what you can use.

A quick google search brought up the Death Guard stratagem page; and it says "If your army is battle forged, and contains any death guard detachments, then you can use death guard stratagems".

So, the answer is; if your detachment is an Astra Militarum detachment, then yes, you can use their stratagems.

I got the impression that the OP understands this, they just thought R&H units from AM still had AM keywords, which they don't.

'Cause my copy of I: FotAM only says, at the top of the right-column on p.81, that you replace <REGIMENT> and <IMPERIUM>

There are a number of Astra Militarum datasheets that can also be
used by Renegades and Heretics models – presented in the box on
the left. Those that do replace the <REGIMENT> keyword on their
datasheet in all instances with RENEGADES AND HERETICS
and the IMPERIUM keyword with CHAOS. If a Renegades
and Heretics unit does not appear on the list, it cannot be from
the RENEGADES AND HERETICS, and so cannot have the
RENEGADES AND HERETICS Faction keyword.

"‘There are a number of Astra Militarum datasheets that
can also be used by Renegades and Heretics models –
