1. If a unit is tied up in combat, and on one side a character is visable (via line of sight) and I have a lascannon on this side of that combat, can I blow him to smithereens?

Lascannon (some random combat that doesnt involve the lascannon or that character) character

2. Can I smite a model thats in combat (my psycher is not in combat)

3. If I withdraw one of my units from combat, and it leaves an enemy unit (like a big plaguebearer unit) both engaged and unengaged.. Can I shoot that unit (pretty sure I read something that says no)

4. Does anyone feel that forgeworld models (i.e. sicarian tank and spartan assault vehicle), are balanced for casual play?

5. What is this casual play landraider?

Clearly answered in the rule book.
But if the character is the closest unit, sure, if it is not, no.

Clearly answered in the rule book. You can cast psychic powers on units that are within 1" of an enemy model, does Smite have a restriction that it can not be used on such units?

Clearly answered in the rule book. any unit that has enemy models within 1" can not be the target of a shooting attack (With certain exceptions like pistols).

Not really a rules question, but sure they are as balanced as anything else in 40K

5. What is this casual play landraider?
What do you mean?

1.
No. If a unit has any models in 1" of any enemy models then generally you cannot target that unit with any shooting attacks. The only exception is if the weapon has a special rule that bypasses this.

2.
Yes. Psychic powers are not subject to any of the restrictions of shooting attacks unless specifically stated.

3.
A unit cannot be both engaged and unengaged. If just one model out of the whole unit is within 1" of an enemy then the whole unit cannot be targeted.

4.
Most Forgeworld units these days are if anything a little under powered for their points cost. There are exceptions, but overall their balance is not massively different to regular GW. Their rules writing is sometimes a little sloppier though! There is a perception of them being OP but this is mostly based on past editions.

5.
I'm not sure what you mean. There were rules in Chapter Approved last year for creating a custom Land Raider build that were only for Open Play, is that what you are referring to?

Thanks Stux,

To be clear on Question #1.. The character is not in mellee, neither is my shooting unit. There just happens to be a mellee going on between them. Lets say they are both 6" from the mellee and a total of 16" from each other. Lets add to it. My shooting unit is elevated, just want to make it clear that LOS is not an issue.

We are saying... that I definitely can not target that character, because even though there's a mellee, its not the closest enemy unit? And the closest enemy unit is not a legal target to be shot at because of the mellee.

I'm asking this question because I don't know which book or FAQ or errata to look for this and I don't have my rulebook (its being borrowed) and I want to know.

It's the basic character targeting rules.

They have to be the closest enemy model, not the closest ELIGIBLE enemy model.

It WAS errata'd to be closest PERIOD, not just closest visible.

That's correct. Even if the closest enemy unit was completely obscured behind a wall you can't target a character out in the open if it's just 1mm further away

The custom Land Raiders from the 2017 Chapter Approved didn't seem crazily overpowered to me at first glance. I suspect that they just wanted to include some fun additional options for casual games without having to worry about balancing them perfectly.

They're extremely over costed in fact! They're all 30PL when a regular Land Raider is 19. 30PL is approximately 600 points. It's not possible to build it significantly more powerful than a stock Land Raider, certainly not to the order of a 600 point model.

They really are just for casual games.
