Our group did this earlier this year.
Its fun but pretty imbalanced over all. A good jumping off point to do a campaign, learn from it, then write your own rules up.
1. If you get the scepter thing you auto win. That's stupid in every campaign system, so we tossed that out
2. The points you can get vary. So much so we had many games where one player has say 1300 while another has 2000. Players can stack muster points so its hard to prevent.
What we did is escalate it. Month 1 40 points per muster point. Month 2 60 points per, Month 3 80 points per, then final month 100 (normal) points per.
I liked it and we learned what not we didn't like and working on our own now for the new year
