I really don't like the old scout models, I've painted/assembled one squad and I didn't enjoy it much. Especially gluing them.

I really like the new Reiver models, they're please to paint and build.

So any tips on how to model them so they would be acceptable scout models?

I was thinking:

Scion helmets
No back/power pack
No pauldrons

Any other ideas?

Something like this?

And a.cloak for the sniper (I haven't got any pics with both cloak.and.gun...)

Yep! But those look like converted Marine helms, do you think the Scion will be too small?

Helmed scion heads kinda look too big on scions IMHO. Dunno if they'd look good on Primaris, but they might.

If you're just looking for heads though, you may want to try 3rd party. Anvil Industries has some nice spec ops heads.

There are loads of pics out there of regular scouts with Scion helms, they look perfect, so they'd probably be a bit smaller than a regular marine/reiver helm.

I've put the torsos and legs together and base coated them in preparation for the Scion heads, which are in the post (hopefully).

I'll put up some pics once I get them!

So this is what they look like, I don't think the proportions are bad at 'll?

Looks fine to me. Once the paint is on Any slight discrepancy I size will be even less noticeable.
