I would be down for starting a IIIrd legion army with a new badass snake demon Fulgrim & the ability to take demonettes maybe new infernalrapturess.

loyalist would be one of the not dead ones, my pick would be Vulkan or Russ/Lion. NO FERRUS MANUS OR SANGUINIOUS.

Be careful what you wish for, they might try releasing Horus, Ferrus Manus, and Kurse in a triumvirate box.

A “Primarch” version of Abbadon could also be part of Vigilus I suppose; isn’t he meant to be a clone of Horus?

They left a window to bring Iron Hands back with how Fulgrim kept cloning him.

If any of the loyal primarchs were to return it could be : The Khan (most likely). Russ (least likely), Corax (possible as he is hunting down lorgar), Vulkan (disappeared might return to give new toys to the primaris), or the Lion.

Definately not returning: Dorn, Sanginius, Ferrus Manus.

Chaos : Angron, Fulgrim. (These two are the most likely

Definately not returning : Lorgar, Omegon, Konrad, Horus, Pertuabo

I've heard Fulgrim rumours but I've yet to see any evidence for that rumour, the new noise marine model makes me more inclined to believe it, though I want it to be Angron.

If they did that, it would take great effort on the part of GW for me to continue buying 40k novels lol The lore would just be ruined, it would have no credibility if any of the dead Primarchs came back. I could see MAYBE Cruze coming back as his soul wasn't destroyed like Horus.

Heresy!

No but seriously Curze and his ambiguous 'Corona Nox', which is heavily implied to be a Spirit Stone, provides a somewhat credible ret-con if they so desire. So fluff well written, and this is an honest opinion!
I do not find Curze likely though because there are far more popular Primarchs still missing, although I guess GW sometimes just randomly does a model and comes up with rules for it irregardless of how perceived 'demand'.
So yeah I guess everything is possible, which is nice!

For Chaos Fulgrim. They've done Nurgle and Tzeentch so far with a Primarch returning as they revamp the God's range in both AoS and 40k. Angron will get his turn soon enough as well.

Lorgar is an outside possibility due to the codex mentioning him being active in realspace again for the first time. More importantly his history with BobbyG and the fun they could have with that given what the Imperium has become.

For the loyalists I'm thinking the Lion and Russ. Though I'd prefer a barely sane Gladitorial Khan.

What makes you rate The Khan as most likely? I figure it's a pretty slim chance given the status of White Scars - pretty underdeveloped faction in 40k and not hugely popular to collect.

Russ seems most likely to me for the same reasons. Though personally I want Lion.

My guess is Fulgrim. That they are releasing the Noise Marine and a box containing new Slaanesh units kinda feels like they are giving Slaanesh some love since most of the other Chaos Gods have had their time in the sun already.

On the Loyalist side I do hope they release the Lion. He would be a nice foil to Roboute and his adherence to the will of daddy.

Edit:

I also wonder if they release Primarchs that allow them to develop a new codex. If they release Fulgrim and some Noise Marines they would have the chance of releasing an Emperor's Children Codex. The same could hypothetically be done with the loyalist primarchs. Release one and then develop one chapter into a whole new codex.

Its more than likely. Cruze may have refused daemonhood, but his soul is in the warp. Torgaddon refused to turn but his soul was bound with a daemon and brought back, there is no reason why this couldn't happen to Cruze. The warp can do what they want with the souls of the dead.

I always thought it would be cool if his visions of the future were because he existed partially in the warp.

Curze coming back as a giant spirit host Primarch would be pretty crazy. Someone at GW must have noticed that they named the AoS ghost army Nighthaunt. They're most of the way there

I think Fulgrim is most likely. My vote for an outsider chancer is Dorn. There seems to be a reasonable push at Imperial Fists (and Crimson Fists at Vigilus) recently.

If the next one is traitor, I think a loyalist will follow shortly after.

For Imperial, i'd say leman Russ. Right now the wolves need him.

For chaos, daemon prince versions of either fulgrim or perturabo seem equally likely.

I don't even vaguely understand your most and least likely projections, nor that half your 'definitely nots' are quite possible as they're either definitely alive or, in the case of Dorn, suffered a mysterious unknown fate or just plain tricksy (Omegon).

The only ones that should be solid no are Ferrus, Horus, Konrad and Sangy. GW has outright said they'll do whoever catches their interest, it isn't an ordered list.

Efficiency is the highest virtue.

Next will be Traitor.

Remember the people writing the campaigns are 5 year old's getting excited about good guys almost losing and pulling stuff out their arse in the last minute. (INB4 they aren;t 5 year olds you're just a hater. I don't mean this negatively but their good writing on focusing on the novels, their campaigns have always been somewhat predictable)

Bobby G will be nearly run over, All four major Chaos god primarchs have returned, Mortarion, Fulgrim, Angron, Magnus and a new Chaos Primaris Abaddon at the Helm of the black legion, all looks bleak and dire for imperium of man. wooo chaos!

But then, in the last hour of need as bobby G faces death as the blade of Fulgrim falls down on him he's still alive. He opens his eyes and infront of him a giant shield weilded by a golden locks giant. The lion his most unlikely brother has returned to save him. Lion armed with Relics of old caliban to hunt the fallen embraced both old caliban and imperium might. Sword and Shield in hand.

Meanwhile Russ to his right is battling Magnus and Khan to his left fighting Mortarion armed with webway technology. The lion piks up his brother as they together take on Angron and Fulgrim.

I call that all four traitor primarchs will return first to make things look "dark" for the imperium of man.

Who I'd like: Lorgar

Who I think is most likely: Russ

I want Lorgar because in the end he won the Horus Heresy and I'd like to see him gloat.

I think it'll be Russ because his fighty nature would make a good contrast to Guilliman's diplomatic leaning. But that would attribute some sort of competency in how GW plan their releases when we all know they just do whatever because they know it'll sell regardless.

Realistically Lion/Khan/Russ, or Angron/Fulgrim.

Of course there's no proof. If there was proof we wouldn't be having this conversation. All we have for evidence is speculating based on the current campaign and previous GW release patterns. Plus a smattering of unsubstantiated rumours that have been around for ages about Fulgrim, Angron, and Russ.
