It is mentioned in a wiki that Blood Axe Orks parley with the enemy. What do they hope to get out of a discussion? Loot?

I always thought blood axe orks generally mimicked human tactics after they realized how effective they were in battle because they saw the results first-hand. Blood axes have had the most contact with humans out of any of the ork tribes, both fighting against us, and fighting alongside us as mercenaries.

I could see blood axes enacting parleys simply because that is what humans do, and they mimic it without really understanding its purpose. Or I could see them enacting parleys so they can extort loot out of defenseless world, because that would be a win-win from an ork perspective. Think about it, free loot and they don't even have to waste their time fighting weak people who can't defend themselves (which wouldn't be much fun to an ork), and they can run off and find someone tougher to fight.

From my perspective... For a bio-engineered organism that was purposely created for war and nothing else, to mimic human battle tactics is like the ultimate form of compliment.

Tech, loot, slaves, food, equipment, the promise of a good fight etc... kroot mercenaries are known to request to eat the dead (and sometimes the wounded) of their allies and enemies. I’d expect the orks to do something similar.

Edit: anything that can be traded with other orks has a value to the blood axes.

His pattern of returning alive after being declared dead occurred often enough during Cain's career that the Munitorum made a special ruling that Ciaphas Cain is to never be considered dead, despite evidence to the contrary.

Orks are far more cooperative than you'd think. Some traditionalists like Goffs won't but, they have made a perfect social system, so they can obviously apply cooperation outside their race, which they have done many times. Freebooterz for instance will fight for any race that pays them well. When it comes to chaos and tyranids orks will often side with humans.

Weapons mostly, that they will probably turn on the people that traded them at some point but life is fleeting. Any alliance with an ork will be short lived but has potential for being productive if the commander of the other side is savy to that.

Knowing Orks, the Blood Axe plan is to orchestrate a cease fire, to ensure they can have a better fight later instead of a walk over immediately by giving the enemy time to reinforce their positions and supplies.
