Overview
This is just what I've worked out by myself with what I have at the moment, feel free to share any tips etc.
Scatter
mix PVA with a small amount of water, brush onto lichens and dip into scatter for larger leaved foliage.
Clump Foliage
Separate smaller clumps and glue them to a base/tree etc. Makes good deep moss for a heath/moor/deep forest/ or aborial moss/plants for a jungle/cloud forest setting basing. For the latter darker green is ideal and highlight with a light yellow green for newer growth.
Static grass
Can be used for tree/shrub leaves.
Fine Turf
Great for 28mm(or anything bigger) moss. Mix PVA 50/50(will have a darker, saturated look) or PVA and a tiny bit of water 2 parts water/8 parts PVA(for the colour of the turf you have) with water and paint to surface with brush and sprinkle it over the top. Great to make your Jungle bits a bit more jungle(especially on tree trunks), or as general ground/terrain layering.
Can be used for dense and fine leaved shrubs as well, is mentioned below. For best results add a darker wash over the top after the shrub is complete. (if you use a large cheap brush squeeze the bristles to drip the ash onto it and not make a mess with the reacted PVA)
Lichens
Can be used as brought but looks pretty average.
For great shrubs/bushes/heather. Glue larger base braches together with superglue to make rounded shrubs, submerge in wood coloured mix of paint and water (anything over 50/50 makes it a bit stiff) Paint branch tops with PVA and dunk in fine turf or static grass (for more needly foliage)(Sprickle turf over the top for sparser growth, for say, desert shrubbery)(scatter may work for larger leaved plants haven't tried yet).
Clumps can be made for tree branches with the same technique as listed above (have't tried this but it is a matter of glueing shrubs to armatures).
