I'm considering converting up an Imperial Planetary Governor, and a squad of adeptus artbites. Anyone got any suggestions for past/present GW models that might fit the bill?

Ummm, okay then. Elephant in the room- How exactly are you planning on supporting GW when someone suggests an old and more than likely OOP model? You know, like you specified in the OP.
For stuff like this you'll have to look beyond GW. I'm sure they can cope without a couple of quid.

Spending money on second hand models purchased from Games Workshop means someone still purchased those models from the company orginally, furthermore when discussing/showing off my army I can highlight they are games workshop figures.
Directing people to third party sights or purchasing them myself in no way supports the business even a tiny, tiny bit!
I'd be suprised if they released Arbites for Necromunda, they didn't the first time round. [Though I remember some amazing conversions.]

govenor, 40k it up a bit maybe file down his ruffle on the legs, add some bling, maybe a bionic eye instead of eye patch

the GW range is cut down a lot, ebay is good there are a ton more classic models that would fit the bill or go 3rd party

I agree- Arbites are a great Cult foil, and if the release ACTUAL Abites and not enforces or an equivalent, it would give them further incentive to finally create a repressor model, which could be used by both the new sisters and the Arbites.

Arbites- the new rogue trader set have the dog that would fit to your arbite needs. There is also the FW arbite with mastiff, necromunda arbites, but they are old.
FW arbite:
Planetary governor- I think you should go out of GW range to find the model you're looking for, though Creed is a good stand in, he's too militaristic looking for my taste as a governor, though in fluff they did offer him the governorship on Cadia, now just a asteroid and he's trapped inside a snow globe.
