So, trying to figure out exactly how this works, specifically for ITC tournaments. I cannot find a ruling on it anywhere and I'm wondering if anyone knows.

Imperial Knights have stratagems to get extra relics, and extra warlord traits. It says I can choose to use these before the game. Are they considered part of my list, so I need to declare them and cannot change them, or can I choose not to spend them based on who my opponent is? Or can I choose to take different relics / traits depending on who my opponent is? This would be distinct from my Warlord trait and free relic, those are definitely on my list and I don't see how you could change those, but these are stratagems, and I'm not sure if compulsory spending stratagems is required as part of a list or is declared right before deployment. Thanks.

The Stratagem will tell you when you need to use it.

A: The game begins when players start the Deployment step of a mission – all abilities and Stratagems that are used ‘before the battle’ must be used before then.

As far as most ITC tournaments go, you need to pay the points and jot down the relics in the list building phase and they cant be changed every game.

Each individual tournament organizer can run it differently however so you'll need to check with them.

Entirely depends on the tournament pack.

My experience has been the majority make your free relic and warlord trait fixed and the extras decided at the table but their is some varience between events.

So check the tourney pack of the event to be sure

Interesting. I had hoped there would be an ITC rule on it or something, but I guess not. I remember back when I played in tournaments in 5th-6th edition there was a massive 3rd party FAQ that would have dealt with thinks like this, that GW didn't make rules on.

I have not seen any 2019 ITC yet.

Pretty sure I answered this for you on Reddit already.

By ITC rules (at least in their 2018 packet), the first step of any game is:

"Step 1: Before any dice are rolled, players adjust and define terrain on the board, then both players choose Warlord Traits, Psychic Powers, spend pre-deployment command points, and any additional Relics they will use. These should be written or notated clearly for reference in game."

I think this is pretty clear as to when relics and traits are chosen.

It seems its up to TO.

The largest ITC event in Australia has 150 players and the only thing we have to lock in is the Warlord. The trait we we select, relics, special detachments and stratagems can all be decided on the table at the start of each game.

Read what I posted above, it's straight out of ITC's written rules.
