What models do you have available? Custodes aren't really an army where you can build a bunch of different lists from the same handful of models, so your list building will heavily depend on what you have access to.

Take a loyal 32. Then spent a ton of money to get 2 Jetbike Shield Captain, 3 as large as possible Jetbike Squads, a banner guy with Axe. If you still have sufficient points left, take Alluras Custodes with Axes.

Okay. If you want to go pure Custodes, you'll want the smallest possible Battalion you can take so you've got enough Command Points to be viable, then cram the rest of your list full of jetbikes, possibly with a Vexillus Magnifica to keep you durable on turn one against powerful weapons. Something like this:
Trajan
2x Shield Captain on a Jetbike
3x 3 Custodians
3x 3 Vertus Praetors
1x Vexillus Praetor with Magnifica
(This is a 2k list with about 100pts of room for upgrades and gear choices.)
If you don't mind playing soup, drop the Custodians in exchange for a Battalion of the Loyal 32, and then take as many jetbikes as you can, or possibly take one detachment of jetbikes and another detachment of terminators.

You have two variants then.
The first was popularized, so far as I can tell, by Shane Watts's "Peace Through Dakka". The gist of it is:
Minimum Astra Militarum Battalion (can maybe now replace with AdMech)
Outrider Detachment of Jetbikes (1 Captain, then as many regular Jetbikes as you can cram in) with a Vexillus Praetor for the -1 to Hit aura.
The second just makes the Custodes rather incidental:
Astra Militarum Brigade (of the standard Catachan variety with Ogryns)
Knight Castellan (House Raven, Cawl's Wrath)
3 Jetbike Captains in a Supreme Command Detachment
You can synthesize these lists a little too if you want. Such as taking an Astra Militarum Battalion, Knight Castellan and an Outrider of Jetbikes (about 10 Jetbikes total plus Vexillus Praetor).

Take that Forge World Telemon Heavy Dreadnought then, its a Leviathan Dread with 6+++, its long range guns are either comparable to 10 shot D3 dmg Autocannon or 6 shots 36" range stormstrike missle. Its fist is S18 Dreadnought fist with 4 Attacks. Take your pick, arm it with the cannons and you fill the long range gap of the Custodes.

I mean, dawneagle jetbikes are 60$ for 3, looks like you can fit 3 shield captains, 2x3 praetors and 1x8 praetors in a 2k list (plus the loyal 32) So thats 6 boxes, or 360$.... that's just about the cheapest 2k list I can come up with for 40k. Only thing that's better is like 2 boxes of knight renegade for 150 each giving you a 4-knight army, but that's not going to win any tournaments.
