hey, after doing a little bit of research and watching a few battle reports I am hoping to put together a good starting list to play Harlequins.

Troop Master - Fusion Pistol, Harlequins Embrace - 85

5x Troupe - Fusion Pistol, Harlequins Embrace - 140

3x Starweaver - 237

Flyers
Razorwing Jetfighter - 2x Dark Lance - 145

1000 points on the dot

Well, this is a good starting pt.
I'd make a battalion with 2 HQs, 2x5 Troupes, 1x6 Troupes, and 3 Starweavers.

If you have the pts, then yes.
But I'd consider Skyweavers with haywire cannons. One of the anti-tank units in town.

I believe it should be a legal list now with everything pointed correctly, would be nice if someone could double check that for me.

What Artefact, masque form and warlord trait should I be taking? also it is worth using Stratagems?

Soaring Spite masque seems to be the way to go with Faolchu Talon

I would definitely recommend Soaring Spite for this list. Infact, id say its almost mandatory with that many fusion pistols. I might honestly limit it to 3 per squad(maybe 4 in the troupe of 6) and use the extra points to like wuesten said before into some skyweavers with haywire cannons. The talon is a handy lil trinket, I like it. Another thing you could do if you can find the points for it is swapping the 2nd troupe master for a shadowseer. Theyre quite good, but 125 points might not be tenable for an HQ for a list at this points level with all the toys.
