If a unit with the majority of models having this special rule makes a successful charge and wins the subsequent combat but does not break the enemy, they may attempt to disengage from the fight by passing a Leadership test. If successful, the unit will make a flee move away from the enemy. This does not cause Panic to friendly units, and the enemy may not pursue them. After making their flee move, the unit will automatically reform.

These seems totally useless to me. The chances of them falling out of charge range of even the slow moving footsloggers is low.
As for outpacing other cavalry forget it. So all they are really doing is handing a charge bonus to their enemy.

Now if there was a counter-charge rue so they could use their lances again....

Agreed.

Maybe the best way to play it would be to have small units of Horse Archers near the Winged Lancers. If a unit fails the panic test and flees you then declare a charge with the Horse Archers to make them flee again, assuming it's a valid charge.

It's time to go full Skeletor

Or maybe use an Anvil unit and use the Lancers to flank charge.

Or have a Chaff unit directly behind the Lancers, Lancers will flee through the Chaff unit. This poor Chaff unit will take the Counter Charge.

Then Charge the Lancers back in.

Which again is not very glorious.
