I've only ever been into 40K for the modeling so please forgive my remarkable ignorance here, but I dont see any Elysium stuff at Game Workshop. Is it an outdated branch of Imperial Guard? Was it a fan construct? Or what?

Elysian Drop Troops were a Forge World produced regiment of the Imperial Guard. The line is no longer in production, but it has rules for 8e.

You can still find some models on EBay, but the prices are usually through the roof much like Renegades.
