Almost all of these questions are dependent on your army as a whole.
How much AV do you have elsewhere? What other horde clearing units do you have?
(grain of salt: I play Ultramarines, YMMV)
I normally fly mine with the MMs up front and the AsCs up top. This is how I built it in previous editions, and I like to play WYSWYG. When 8th came out, I painted up the hurricane bolters and replaced the side doors with them and never looked back.
The MMs are a bit overpriced, but with PotMS and a perchance for getting upfield, the SR is one of the better spots for them. The TML cost less, is more flexible and has better range. The MM has better AP and more reliable D. How much time you planning shooting at hard targets under 12” that don’t have an invuln? That’s the MM’s niche. As a plus these days, you can measure range from anywhere on the model, not just the gun barrel, so that 12” is actually a chunk of the battlefield. HBs are your budget choice to keep costs down and add a little dakka.
Up top I don’t think there is a wrong answer. Plasma is flexible, obviously better overcharged near some re-rolls. But sucking up a MW on a 14W model is better then being slain outright. Also the budget option. Both the AsCs and the LCs are good at what they do, depending on what you need in your army.
Tactically I’m not sure what supports the DC cargo better, as I don’t play BA. If they are geared for AV work with thunder hammers and the like, a strong chaff clearing SR would suit them. Turn one you fly up, and blow a hole in the screen. Turn two, the cargo drops, and charges the juicy bits.
If the DC is set up for clearing chaff themselves, you might be better suited with the long range AV options. Turn one move up and shoot a high priority target wherever it is. Drop the boys off turn two to charge the hordes, and spend the rest of the game larking about taking potshots at whatever needs to die.
